Abstract

This Classroom Action Research (CAR) aims to improve learning outcomes in Pancasila Education—specifically regarding the national flag (the Red and White) and the national anthem, Indonesia Raya, as symbols of national identity—by implementing the "Teaching at the Right Level" (TaRL) approach combined with the Problem-Based Learning (PBL) model. The study was conducted at SDN Tempel, Gatak District, Sukoharjo Regency, during the odd semester of the 2025/2026 academic year. The subjects were 12 second-grade students (7 girls and 5 boys). The research was structured into two cycles, each consisting of planning, action implementation, observation, and reflection. Data collection methods included both tests (diagnostic, formative, and summative assessments) and non-test instruments (observation rubrics for skills and the Profil Pelajar Pancasila—Pancasila Student Profile—attitudes). The results indicate a highly significant improvement in learning outcomes. In the initial state (pre-cycle), the average student score was only 57.08, with a classical mastery rate of 16.67% (only 2 out of 12 students achieved mastery). Following the interventions in Cycle I, the average score rose to 73.33, with a classical mastery rate of 66.67% (8 students achieved mastery). In Cycle II, through strengthened process differentiation and the implementation of peer tutoring, the average score reached a peak of 88.33, with a classical mastery rate of 100% (all 12 students successfully surpassed the 70-point mastery threshold). These findings indicate that the TaRL approach is effectively able to bridge the diversity in students' learning readiness through differentiated, student-centered instruction, thereby significantly improving cognitive learning outcomes, communication skills, and the internalization of character values aligned with the *Profil Pelajar Pancasila* (Pancasila Student Profile) in primary schools.
